Development Assessment

For more information about the development process refer to the Queensland Government's Queensland Planning System website.

Information Requests and Referrals

These parts gives the assessor and any referral agencies the opportunity to ask the applicant for further information needed to assess the application. If more information is required, the Assessing Officer will contact you outlining what is needed. This will trigger an additional stage in the application process for which you have up to three months to respond.

Public Notification - Making a Submission on a Development Proposal

When a proposal is ‘impact assessable’ development, a public notification process is required.  Public notification allows for any person to make comments on a specific development application by lodging a submission. Public notification advertisements are placed in the local newspaper and a sign is erected on the property proposed to be developed.  If your property adjoins the land being developed, you will also receive a letter from the developer containing the public notification document.

Plans for development proposals may be inspected at Council’s customer service centre, located at Bolsover Street, Rockhampton.

Written and signed submissions stating grounds of support or objection and stating the application reference number, may be lodged with Council's Customer Service Centres, or posted to the Chief Executive Officer, Rockhampton Regional Council, PO Box 1860, Rockhampton, QLD 4700.

The notification period is usually fifteen business days but in some instances can be thirty business days.

Should you wish to discuss a development proposal before lodging a submission, please contact Council's Duty Planner on (07) 4932 9000 or 1300 22 55 77. Alternatively, email dutyplanner@rrc.qld.gov.au.

Decision Stage

Once all of the other IDAS stages have been completed, the assessing officer will decide the application. A Decision Notice will be issued which will either outline any conditions for your development proposal or refuse the application and outline the reasons for refusal.

If the application is inconsistent with the planning scheme or submissions have been received during public notification, a report is prepared for Council.  The report presents an assessment of the application and provides a recommendation as to whether the development should be approved or not.  The decision is then made by Council.
