Public Notice - Mt Morgan Scout Hall Opportunity for Proposal

Council is proposing to demolish the building and shed structures, located 54 Dee Street, Mount Morgan, known as the Scout Hall. Following removal of these buildings, Council proposes to create a new open green space.
Council acknowledges there are multiple local community groups interested in acquiring the hall for use, and is providing these groups with the opportunity to submit a proposal.
The proposal should include:
- Information about the organisation including Business Plan, trading experience, financials
- Organisational need and how the facility aligns with current activities of the organisation
- Proposed works planned to be undertaken to the facility
- Proposed use and ability to obtain necessary approvals for the use (e.g. Planning approval, building approval, food licencing approvals etc) including the benefits the facility will deliver to the community
- Proposed tenure requested, for example, lease of buildings or ownership of buildings
- References to support the organisation / proposal
- Any other relevant information
The hall features:
- Open plan hall space
- Amenities
- Kitchenette facilities
- Storage rooms
Key conditions:
- The opportunity of ownership applies only to the building and shed, with land access provided through a Trustee Lease.
- The trustee lease will not permit exclusive use or ownership of the surrounding open spaces or parks.
- The organisation will be responsible for payment of all rates and utilities.
- Council is under no obligation to accept any submitted proposal.
- Organisations submitting a proposal are responsible for making their own enquiries, investigations and obtaining professional advice (where required) so as to inform itself of potential risks.
Private viewings of the building are not available; however, subject to interest, an open inspection may be organised prior to the proposal submission closing date.
Proposals must be lodged via email at maintenance-scheduling@rrc.qld.gov.au, no later than 11 July 2025.
