Proposed Planning Scheme submission responses sent

Council has mailed out more than 600 submission responses ahead of schedule to residents who had their say on the proposed Rockhampton Region Planning Scheme.

Planning and Development Committee Chair, Rockhampton Region Mayor Margaret Strelow said planners had been busy finalising the submission responses as a result of last month’s Council decision to proceed with submission of the Scheme to the State Government for final Ministerial review.

“We understand submitters were eager to see how we may have incorporated their feedback and suggestions into the proposed Planning Scheme, so I am very glad to see the letters were finalised and sent a few weeks earlier than expected,” Mayor Strelow said.

“Over 200 individual issues were identified in the submissions with more than half of the submissions relating to two matters in particular; the proposal by a developer to include a new district centre in North Rockhampton and the introduction of the Creek Catchment Flood Overlay.  

“In many cases a single submission dealt with a number of different issues so we had to ensure all of our responses were carefully prepared and reviewed.

“I’d like to thank all of those members of our community who took the time to have their say and make a submission. Your input has helped us develop a very strong land use plan that will benefit our Region well into the future,” she said.

A number of changes have been made to the proposed Planning Scheme as a result of the public submissions and the updated version will be sent to the State government for a final review at the end of February.  The review may take several months.

Mayor Strelow said a summary report, prepared as part of the Ministerial review, outlined our responses to a number of the more significant or commonly raised issues and was now available on Council’s website for the benefit of the community.

All submissions were given equal consideration by Council, however not all of the 200+ issues raised have been covered within the summary report.

  • Creek Catchment Flood Overlay
  • Berserker Foothills Urban Development Extent
  • Centres location and design
  • Alton Downs Precinct
  • North Parkhurst Settlement Pattern
  • High Impact Industry Zone, Parkhurst
  • Third Party Signage
  • Concrete Batching Plant
  • Benedict Road Key Resource Area
  • Baree and Walterhall Precinct.
