Council has proposed a Major Amendment to the Rockhampton Region Planning Scheme, and is currently inviting residents to have their say.

The Major Amendment includes a number of proposals that reflect changes in our region, improve the protection and preservation of our historical buildings, and promote new opportunities for businesses and individuals.

Councillor Ellen Smith, Chair of Council’s Planning and Regulatory Committee, said the Planning Scheme is an evolving document, and that it is the responsibility of Council to ensure that it is as effective as possible.

“Amendments to the Planning Scheme are required from time to time to ensure that the Scheme accurately reflects our community and the changing needs of the people who live and work here,” said Cr Smith.  

“For example, these proposed changes will update flood overlay mapping to incorporate the North Rockhampton Flood Management Area, an area created as a result of multiple mitigation measures which have reduced the flood risk for homes and businesses in this area.

“We have also proposed the introduction of the Fitzroy River Accommodation and Fitzroy River Industry precincts which will facilitate the growth of Rockhampton's fishing tourism industry by leveraging the Fitzroy River.

“Community consultation is an essential part of the process of amending the Planning Scheme. We want to hear what individuals, community groups, business, and developers in our region have to say about these changes.

“Ultimately, the Planning Scheme is for the people who live here, and it is designed to meet your needs.”

The proposed Major Amendment will:

·       Introduce the Fitzroy River Accommodation and Fitzroy River Industry precincts;

·       Introduce the Kershaw Gardens precinct;

·       Improve protection and preservation of identified residential and commercial character buildings that represent the history of Rockhampton and have particular meaning for the community;

·       Update Fitzroy River flood overlay mapping to incorporate the North Rockhampton Flood Management Area in Berserker;

·       Update requirements to encourage office development fronting onto Quay Lane providing additional business opportunities and promoting activation and utilisation of laneways with the Rockhampton CBD;

·       Allow limited short-term accommodation land use activities within residential zones;

·       Reduce levels of assessment to enable the conversion of existing buildings in the High density residential zone;

·       Incorporate Water Sensitive Urban Design (WSUD) principles into development codes and planning scheme policies; and

·       Revise provisions and levels of assessment for advertising devices including changes to digital signage requirements.
