Planning Scheme

Under the Integrated Planning Act (IPA) 1997, Queensland local government authorities were required to prepare new planning schemes. These planning schemes strike a balance between protection of the environment, economic development and community well-being, and govern the way that all new developments are assessed in each of the four local government areas, Fitzroy Shire, Livingstone Shire, Mount Morgan Shire and Rockhampton City. These four local government areas were amalgamated in March 2008 into the Rockhampton Regional Council. A new Regional Planning Scheme is currently being undertaken, but until it is adopted by Council, the planning schemes for each of the four previous local government authorities are still valid. For information on zoning, codes for development, etc. within the Region, please view the planning scheme information below which relates to your previous local government authority.

Fitzroy Shire Planning Scheme

Under the Integrated Planning Act (IPA) 1997, the superseded planning scheme was replaced by the Fitzroy Shire Planning Scheme taking effect on December 5, 2005.

The Fitzroy Shire Planning Scheme has undergone two further amendments since its adoption, and the current version is Fitzroy Shire Planning Scheme - Reprint 2, became effective as at September 25, 2009.

Livingstone Shire Planning Scheme

Under the Integrated Planning Act (IPA) 1997, the superseded planning scheme was replaced by the Livingstone Shire Planning Scheme which took effect on October 17, 2005.

The Livingstone Shire Planning Scheme has undergone six further amendments since its adoption, and the current version is Livingstone Shire Planning Scheme - Reprint 6, effective as at June 19, 2009.

Mount Morgan Planning Scheme

Under the Integrated Planning Act (IPA) 1997, the Mount Morgan Shire Planning Scheme took effect on August 5, 2005. This version of the Mount Morgan Shire Planning Scheme has not been amended and is still current.

The Minister for Local Government and Planning has identified the following State Planning Policies as having been appropriately reflected in the planning scheme:

  • State Planning Policy 1/92 - Development and Conservation of Agricultural Land ; and
  • State Planning Policy 1/02 - Development in the Vicinity of Certain Airports and Aviation Facilities.

Approval to adopt this planning scheme is conditional upon the continued operation and effect of:

  • The Integrated Development Assessment System triggers for the Department of Main Road matters; and
  • State Planning Policy 1/03 - Mitigating the Adverse Impacts of Flood, Bushfire and Landslide

Rockhampton City Plan

Under the Integrated Planning Act (IPA) 1997, the superseded planning scheme was replaced by the Rockhampton City Plan, taking effect of August 30, 2005.

The Rockhampton City Plan has undergone one amendment since its adoption, and the current version is Rockhampton City Plan - Reprint 1, taking effect on May 8, 2009.

The Rockhampton City Plan contains a number of features to specifically reflect and help retain the unique character of the City, including:

The introduction of a City Heritage Register to recognise and protect places of local value
